Smart App Control blocks FUSE and WebDAV on my PC which means I can only use Dokany now. In the event viewer it says “Code Integrity determined that a process (\Device\HarddiskVolume4\Windows\System32\svchost.exe) attempted to load \Device\HarddiskVolume4\Windows\System32\WebClnt.dll that did not meet the Enterprise signing level requirements.” for WebDAV and “Code Integrity determined that a process (\Device\HarddiskVolume4\Windows\System32\net.exe) attempted to load \Device\HarddiskVolume4\Program Files (x86)\WinFsp\bin\winfsp-x64.dll that did not meet the Enterprise signing level requirements or violated code integrity policy (Policy ID:{0283ac0f-fff1-49ae-ada1-8a933130cad6}).” for FUSE.

For WebClnt.dll, it’s in Microsoft recommended block rules. For winfsp-x64.dll, it’s not signed properly.
Thanks for the report. The winfsp developer is informed:
Can you specify that? Because the dll itself is already signed. Or can you list Group Policy 0283ac0f-fff1-49ae-ada1-8a933130cad6
?
If possible, answer directly in the linked github issue.
Winfsp released a new version with updatet signature, see Release WinFsp 2022.2 Update1 · winfsp/winfsp · GitHub.
