Sadly the ability to block WiFi or Cellular data per-app is not a stock Android feature. It’s notably missing on Pixel and other devices using a version close to AOSP.

Use Netguard from F-droid for non-root way to block wifi/cellular on a per app basis.

On a rooted device afwall+ is very powerful.
